Die Smarty Tags {$REVOCATION_HTML} bzw. {$REVOCATION_TXT} werden woanders zusammengebaut.
Eine Volltextsuche nach REVOCATION_HTML hätte Dir die Datei ausgespuckt:
send_order.php
Da drin ist dieser Block:

Wenn du die AGB anhängen willst, gibt es 2 Wege.
1) Du baust das Konstrukt von Tomcraft nochmal nach für die AGB
2) Du packst die AGB in ein PDF (Openoffice hilft) und hängst das an die Mail.
Im Backend unter Konfiguration -> E-Mail Optionen ist das Feld an dem Du das PDF eintragen musst:
